Forum for the Debate of Civil -Military Issues

Welcome to the PDGS site Debate Forum. As set forth among our objectives, we believe debates are an ideal instrument to promote the exchange of experiences, ideas and standpoints regarding governance, civil-military relations and security. The section is inaugurated with a Forum focusing on Civil-Military Relations in Ecuador. For this first debate we have invited the Ecuadoran expert Bertha García Gallegos (PUCE University), who presents an analysis in order to establish the points to be discussed on the subject. The Forum moderator will be Sebastián Muñoz, from SER en el 2000. The Forum will operate as follows: a mailing list will be used as the vehicle through which all members will receive all the e-mails sent to the discussion group. The debate will be started on the basis of the paper "January 21st in ecuadoran democracy: an assault to power" which can be read on-line or downloaded from this site. Those who wish to express their opinions, clarifications, opposition or adherence to the points discussed are invited to send their e-mails to the list.
